			<title>Recent Federal Regulations Affecting Employee Benefits - Webinar By TrainHR</title>

			<description>Overview : This presentation will provide attendees with an introduction to some of the many new regulations relating to employee benefits, with a focus on regulations that have been issued in the past year or so.

Most of the new regulations relate to the Patient Protection and Affordable Care Act (PPACA, also known as health care reform). Other regulations that will be summarized include the ADA (Americans with Disabilities) Amendments Act (ADAAA) and Health Insurance Portability and Accountability Act (HIPAA).

Regulations to be addressed include:

On November 17, 2010, the Internal Revenue Service (IRS), the Employee Benefits Security Administration (EBSA) and the Office of Consumer Information and Insurance Oversight (OCIIO) jointly issued an amendment to the interim final rules published on June 17, 2010 regarding permissible changes health plans can make in order to maintain their status as a &quot;grandfathered plan&quot;.

On November 22, 2010, the Department of Health and Human Services (HHS) issued interim final regulations implementing the “medical loss ratio” (MLR) provisions of PPACA.
    On February 9, 2011, HHS announced a proposed rule extending some of the patient protections of PPACA to student health insurance plans.
    On March 25, 2011, the Equal Employment Opportunity Commission (EEOC) published final regulations implementing the ADAAA. The ADAAA greatly expands the number of people protected by the ADA.
    On May 19, 2011, HHS issued a final regulation intended to ensure that large health insurance premium increases will be thoroughly reviewed and consumers will have access to clear information about those increases.
    On May 31, 2011, the Office for Civil Rights (OCR) within HHS published proposed changes to the Privacy Rule under HIPAA pursuant to the Health Information Technology for Economic and Clinical Health (HITECH) Act.
    On June 24, 2011, the IRS, EBSA and HHS issued interim final rules and model notices on internal claims and appeals and external review processes. These rules interpret PPACA’s requirement that plans provide notices about appeal rights in a culturally and linguistically appropriate manner.
    On June 30, 2011, HHS published interim final rules regarding electronic data interchange (EDI). The rules require compliance by health plans, health care clearinghouses and certain health care providers by January 1, 2013.
    On July 11, 2011, HHS proposed regulations to assist states in building Affordable Insurance Exchanges, state-based competitive marketplaces where individuals and small businesses will be able to purchase private health insurance.
    On August 12, 2011, HHS along with the Department of the Treasury released three more proposed rules related to developing Affordable Insurance Exchanges (Exchanges).
    On August 17, 2011, the Departments of Labor, HHS and Treasury proposed new rules under PPACA that are intended to enable consumers to understand their health coverage more easily and determine the best health insurance options for themselves and their families. PPACA requires all health insurers and group health plans to provide enrollees an accurate Summary of Benefits and Coverage (SBC).
    On October 20, 2011, HHS announced final rules regarding Accountable Care Organizations (ACOs). These regulations launch the Medicare Shared Savings Program and the Advance Payment model.


Why you should attend: The employee benefits field is constantly changing. Employee benefits professionals need to keep up with the latest developments, including regulatory changes. Compliance is not optional and what you don't know can hurt you!

Some of the new regulations apply to or will affect all or virtually all employers. Do you know the latest rules governing grandfathered plans?  What about the new requirements regarding claims and appeals? Do you know what an SBC is? It is a Summary of Benefits and Coverage-you will have to provide one if you sponsor a health plan. ACOs may revolutionize health care-do you know what they are? They are Accountable Care Organizations. Similarly, health insurance exchanges will impact all plans, even those that do not participate.

In addition to regulations under the Patient Protection and Affordable Care Act (PPACA, also known as health care reform) there are new regulations under the ADA (Americans with Disabilities Act) Amendments Act and new privacy regulations under the Health Insurance Portability and Accountability Act (HIPAA) that will have broad applicability.

Some of the regulations issued in the past year or so are very specialized and only apply to certain types of plans, like student health plans. Others, like the medical loss ratio regulations or the rules on rate increases apply only to insurers, but not self-funded plans. Some regulations, like those regarding electronic data interchange, apply more generally, but typically employers rely on their insurers and administrators to comply. Of course, if you fall into one of these categories, you need to know about the rules.

			<title>Society for the Study of Muslim Ethics 2012 Call for Papers</title>

			<description>The third annual meeting of the Society for the Study of Muslim Ethics will be held January 4-8, 2012, at the Grand Hyatt Hotel in Washington, D.C. 

We invite paper proposals dealing with any aspect of Muslim ethics. In light of recent events,  we particularly welcome proposals in political ethics, dealing with such topics as good governance, democracy, human rights, the right of rebellion, and constitutionalism. Topics may be theoretical or applied, historical or contemporary, textual or philosophical. Sessions are 90 minutes long and consist of a single presenter or panels of up to three speakers, including a discussant. The goal of SSME sessions is to maximize the opportunity for discussion. 

Proposals for a single presenter should include the following: 

- contact information of presenter (name, institutional affiliation, phone numbers, and e-mail address) 
- tentative title 
- abstract (500 word minimum, 600 maximum) 
- selected bibliography 

Proposals for panels should include a list of all panelists, including the convener and discussant (if any), contact information for all panelists, and the tentative title, abstract, and selected bibliography of the papers to be presented.

The Society for the Study of Muslim Ethics (SSME) is a scholarly association dedicated to advancing intellectual inquiry in Muslim ethics, including the relation of Muslim ethics to other ethical traditions and to social, political, and economic problems. The Society supports academic work in both philosophical and applied ethics, historical as well as contemporary issues. The Society also aims to promote the teaching of Muslim ethics in colleges, universities, and theological schools, to improve understanding of Muslim ethics in the broader society through publications and other educational activities, and to provide a community of discourse and debate for those engaged professionally in the study of Muslim ethics.

			<title>Ethics, Religion, and Civil Discourse</title>

			<description>The National Endowment for the Humanities is sponsoring a two-year project based in the Philosophy Department at Fresno State to research increased religious diversity in public schools.  This call for papers is for our inaugural academic conference, which will be followed by an edited volume and summer workshop for teachers including curricular recommendations.  In 1955 Will Herberg defined Religion in America as Protestant-Catholic-Jew following the successful integration of Catholic and Jewish immigrants.  Then the Immigration Reform Act of 1965 led to the arrival of thirty million new non-European immigrants.  In our classrooms we often remain ignorant about the traditions of our students, which include Islam, Sikhism, Hinduism, Pentecostal Christianity, Jehovah’s Witness, Latter-day Saints, and others.  How should teachers approach these new issues of religious diversity?  When are accommodations preferable to assimilation?  How can education improve our ability to solve shared problems across religious and political lines?  Must distant geopolitical conflicts be re-enacted on local school campuses?  In what ways can academics from multiple disciplines help K-12 educators to model civil discourse?  We seek paper proposals on: civility and religious tolerance; civil society and the public sphere; the First Amendment; religion and ethnicity; recent demographic changes; local case studies; and the role of History education and Literature education.  Please submit a CV and proposal (maximum of 500 words) to Dr. Andrew Fiala  and Dr. Vincent Biondo  before July 15, 2011.  We are able to provide a limited amount of financial support for travel, so scholars, teachers, students, and community members who would like to participate should include such requests with their application.

Project Goals

The aim of this project is to understand and promote civil discourse about increased religious diversity in California’s Central Valley. This project will advance understanding about ethical and religious topics in a non-partisan and non-sectarian manner while highlighting the ways that regionally significant authors and scholars of the humanities have dealt with questions of diversity and pluralism. The project will build a new institutional network among California Universities, develop a new curriculum for schools, and provide outreach to religious and civic organizations interested in promoting civil discourse to prevent violent conflict.

			<title>The Economics of Corporate Social Responsibility</title>

			<description>MINES ParisTech, the University of Paris 1 Pantheon-Sorbonne, the Paris School of Economics jointly organize an academic conference on the economics of Corporate Social Responsibility (CSR) on 9-10 June in Paris. The conference is open to all interested researchers in the economic analysis of CSR practices and concepts. CSR means socially and environmentally friendly actions not required by law, going beyond compliance, privately providing public goods, or voluntarily internalizing externalities. It is an important economic phenomenon with broad implications for firms, employees, consumers, investors, governments and NGOs alike. The conference will include both theoretical and empirical papers in industrial organization, behavioural economics, contract theory, political economy, environmental and resource economics, labour economics, public economics, or financial economics.

David Baron from Stanford University will give a keynote lecture on the economics of CSR.</description>

The three schools have been working together on issues related to Corporate Responsibility / Global Responsibility (notably through joint participation in conferences, organization of joint seminars, and teacher exchange) since 2008. The first CR3 conference will take place at Hanken School of Economics in Helsinki, on April 8 and 9, 2011. Its theme is ‘the power of responsibility’.</description>
