Conference Description:

The process through which government obtains the goods and services it needs to fulfil its public functions is generally known as public procurement. World wide this function represents significant portions of public spending and economic activity generally and it is no different in Africa. Public procurement is closely regulated in law and the field of law called public procurement regulation is internationally one of the fastest growing areas of legal interest both in practice and academia. However, in Africa this field has been poorly studied.

A three-year project (2009-2011) funded by the British Academy and led by researchers at the University of Stellenbosch and University of Nottingham with collaborating researchers from across Africa aims at addressing this lacuna. This conference is organised under the banner of the project and intends to stimulate debate on public procurement regulation in Africa on a broader platform. The conference will be held at the Stellenbosch Institute for Advanced Studies (STIAS) from Monday, 24 October 2011 to Tuesday, 25 October 2011.

Papers delivered at the conference will focus on various themes relating to public procurement regulation in Africa. These include a focus on issues within particular systems, across regions and the continent; comparing regulatory questions in African and non-African systems; addressing topical themes like corruption in procurement and the use of procurement to promote social policies such as preferential procurement and green procurement as well as reform of African procurement regulation.
